Radio: community treatment orders for mental health outpatients

File on 4 investigates mental health treatment in the community following the introduction of community treatment orders (CTOs) in the Mental Health Act 2007. Resource constraints make fulfilling the legal criteria for a CTO difficult, according to the psychiatrists interviewed for the programme.

    It is my impression that CTos have not altered the ethical dilemmas of admitting and treating people under the MHA nor has it made it any easier .The perception that CTOs can reach out treatment to those who wouldnt otherwise accept it doesnt always happen.Individual tragedies such as that highlighted in file on 4 may be a result of problems with the way delivery of services have changed as a result of massive structural and cultural change in the NHS not just failures in care.public perception that there are no risks that can be avoided are not backed up by the systems currently in place.
